MEF Implements Changes to Boost Agroexport Competitiveness and Counteract El Niño Impact
El Ministerio de Economía y Finanzas (MEF) implementará cambios regulatorios para el sector agroexportador como parte del 'Plan Unidos' lanzado el jueves, que tiene como objetivo reactivar la economía y revertir su desaceleración.
Según cifras del Ministerio de Desarrollo Agrario y Riego (Midagri), las agroexportaciones del país alcanzaron los US$ 5.714 millones en el periodo enero-agosto de 2023, lo que representa una ligera disminución del 1% en comparación con el mismo periodo del año pasado (US$ 5.744 millones).
"Estamos apostando por el sector agroexportador. Desafortunadamente, la derogación de la Ley de Promoción Agraria (Ley N° 27360) causó un daño estructural al sector, por lo que necesitamos recuperar nuestra capacidad de llegar a los mercados extranjeros de manera competitiva. Por eso estamos proponiendo algunos cambios regulatorios para el sector agroexportador", dijo Contreras.
Asimismo, señaló que, en el marco del DU 043-2019 que modifica el régimen laboral agrario, la contribución del empleador a Essalud del 6% del salario del trabajador se mantendrá para el periodo 2024-2025. De esta manera, ya no se aplicarán los incrementos inicialmente establecidos. Según la normativa, la contribución estaba programada para aumentar al 7% en 2025, al 8% en 2027 y al 9% a partir de 2029.
"No tiene sentido aumentar los costos de salud en 2024, por eso lo mantendremos en el 6%", comentó.

The Minister of Economy and Finance (MEF), Alex Contreras, announced regulatory changes for the agroexport sector as part of the 'Plan Unidos' launched on Thursday, which aims to reactivate the economy and reverse its slowdown.
According to figures from the Ministry of Agrarian Development and Irrigation (Midagri), the country's agroexports reached US$ 5.714 billion in the January-August 2023 period, representing a slight decrease of 1% compared to the same period last year (US$ 5.744 billion).
"We are betting on the agroexport sector. Unfortunately, the repeal of the Agrarian Promotion Law (Law No. 27360) caused a structural damage to the agroexport sector, so we need to recover our ability to reach foreign markets competitively. That's why we are proposing some regulatory changes for the agroexport sector," said Contreras.
Likewise, he said that, within the framework of DU 043-2019 that modifies the agrarian labor regime, the employer's contribution to Essalud of 6% of the worker's salary will continue for the 2024-2025 period.
In this way, the initially established increases will no longer apply. According to the regulations, the contribution was scheduled to increase to 7% in 2025, 8% in 2027, and 9% starting in 2029.
"It doesn't make sense to increase healthcare costs in 2024, that's why we will maintain it at 6%," he commented.
He also mentioned the need to recover employment in the agroexport sector, which has allowed some regions of the country to progress. In this regard, he announced that a bill will be proposed to provide incentives for hiring, with additional deductions.
MEF to enhance agroexport competitiveness
The MEF also stated that, considering the El Niño phenomenon, the Agricultural Insurance will be expanded. Furthermore, in order to ensure the competitiveness of the sector, it is necessary to continue working on opening up markets and strengthening regulatory entities such as Sanipes, Digesa, and Digemid.
"In order for Peru to continue leading and opening up to new markets, we need to make progress on these short, medium, and long-term fronts," he said.
