In light of recent seismic activity in Ilocos Sur, the Office of Civil Defense (OCD) has convened a crucial meeting with disaster response officials to devise effective strategies for tsunami preparedness. Undersecretary Ariel Nepomuceno led discussions aimed at addressing the potential risks associated with these earthquakes and ensuring that communities are ready to respond should a tsunami occur. The urgency of the meeting was underscored by the need for enhanced early warning systems. Nepomuceno emphasized the importance of clear communication regarding tsunami risks, highlighting the necessity for information to be accessible and easily understood by the public. “We must create a system where, when there is a final warning, the message is clear: run to higher ground, not to evacuation centers. This is crucial for effective response,” he affirmed, calling for a reevaluation of current evacuation strategies. One of the significant shifts proposed by Nepomuceno is the need for communities to instinctively head towards higher ground when a tsunami warning is issued. He pointed out that many existing evacuation centers might not provide safety in the event of a tsunami, potentially leading to confusion and delayed responses. “Our community must understand this critical directive,” he warned, stressing that timing is of the essence in a tsunami event. Central to the discussions were the estimated arrival times of the first tsunami wave, which can vary based on proximity to the source of the event. Understanding these times is crucial for determining which areas are at risk and how quickly residents must evacuate. Local governments are encouraged to refer to tsunami hazard maps, clarify arrival times with the Philippine Institute of Volcanology and Seismology (Phivolcs), and assess community vulnerabilities, including the potential impact on infrastructure and populations. The meeting also highlighted a range of preparatory actions for local councils. These include conducting information dissemination campaigns and tsunami drills, as well as emergency communication drills to ensure that all residents know what to do in case of an emergency. Additionally, councils are tasked with assessing the condition and safety of evacuation routes, designating observation posts, and preparing “Go Bags” containing essential supplies such as flashlights and batteries. The OCD's proactive stance aims to bolster community resilience against tsunamis, ensuring that residents are not only aware of the risks but are also equipped with the knowledge and tools needed to react swiftly. As the country continues to grapple with the realities of natural disasters, the emphasis on preparedness and clear communication stands as a vital component in safeguarding lives and infrastructure.
