The recent diplomatic rift between Mexico and Ecuador has escalated following the request for a safe conduct pass made by the Mexican government to facilitate the transfer of former Ecuadorian Vice President Jorge David Glas Espinel to a third country. This move is based on Mexico's assertion that Glas is a "political asylee." However, Ecuador's response has been unequivocal and clear: no safe conduct will be granted. The Ecuadorian Foreign Ministry has argued that, from a legal standpoint, granting asylum to Glas is not permissible, as he is currently serving sentences for corruption. Mexico's request was formalized on August 5 and was made through an agreement with Switzerland, a country that has mediated in this controversy. The Mexican Secretariat of Foreign Relations has indicated that this request is based on the 1954 Convention on Diplomatic Asylum, an international treaty that both countries have signed. Nevertheless, Ecuador finds no viability in complying with such a request and has reiterated its commitment not to grant any type of asylum to individuals facing corruption charges. Ecuador has expressed its disappointment at Mexico's decision not to consider other international treaties that obligate states to cooperate in the fight against corruption. In this regard, the Ecuadorian government emphasizes that its position aligns with the United Nations Convention against Corruption and the Inter-American Convention against Corruption, which stress the importance of combating corruption in the exercise of public office. The Ecuadorian Foreign Ministry, led by Gabriela Sommerfeld, has assured that her country remains respectful of international law, stating that judicial persecution has no political motivations. This contrasts with the image that some in Mexico have tried to present, portraying Glas as a victim of an adverse political context. However, Ecuador emphasizes that Glas faces serious accusations and that it is not willing to evade its responsibility in the fight against corruption. Glas Espinel, who is currently incarcerated at the La Roca penitentiary in Guayaquil, has been convicted in two significant corruption cases: Odebrecht and Bribes 2012-2016. The total unified sentence for these cases amounts to eight years in prison, in addition to a preventive detention order in another case that is under investigation. Despite his legal efforts, including two habeas corpus requests that have been rejected, his legal situation appears untenable. The conflict intensified when, following Mexico's declaration of political asylum on April 4, 2024, Glas was removed from the Mexican diplomatic mission in Quito by Ecuadorian security forces. This incident led to a breakdown in diplomatic relations between the two countries, creating an atmosphere of tension and distrust. The Mexican government has defended its decision to grant asylum to Glas, arguing that the evaluation of his case was conducted carefully, taking into account information available since December 2023. It claims that the international protection granted to Glas is based on Mexico's historical commitment to support those persecuted for political reasons, aligning with the pro persona principle that prioritizes human rights. However, Ecuador remains steadfast in its position, asserting that the Mexican government must fulfill its international obligations and hand over Glas to face Ecuadorian justice.
