The Lima Bar Association (CAL) has expressed its concern over the lack of attention that President Dina Boluarte has given to the administration of justice in her recent message to the Nation, which, due to its length, has become one of the longest in the country's history. In the statement issued by the institution, a series of deficiencies in the Peruvian judicial system are highlighted, ranging from the shortage of judges and prosecutors to the absence of clear policies to combat crime and corruption affecting society. CAL points out that the administration of justice is not only a power of the State but also constitutes the fundamental basis of the rule of law. In this sense, it emphasizes that respect for fundamental rights and the guarantee of freedom depend on a solid and effective judicial system. The omission in improving this area is considered by CAL to be a serious failure that detracts from democracy and the republican activity of the country. The current situation of the judicial system in Peru is critical. According to CAL, there is an alarming shortage of judges and prosecutors, which directly impacts the State's ability to sanction crimes and combat impunity. This lack of human resources is accompanied by obsolete and inadequate infrastructure, highlighting the urgency of comprehensive reform to modernize the justice system. In light of this situation, CAL urgently calls on the Government to prioritize the improvement of the administration of justice. It suggests, among other things, the need to train and appoint new judges and prosecutors, as well as the allocation of greater financial resources to ensure proper administration of the system. The lack of investment in this sector has been a recurring issue in recent years, and CAL argues that it is imperative to act swiftly to reverse this situation. In its statement, CAL urges President Boluarte to convene a State Council, a space where a truly independent and democratic judicial reform could be designed and implemented. The proposal aims to provide the Judiciary with the necessary autonomy to operate without external interference, which is vital to restore citizens' trust in the country’s institutions. In her message to the Nation, President Boluarte highlighted various accomplishments and challenges of the Government, but apparently did not include in her speech the urgent need for reforms in the judicial system. This omission has generated notable discontent among legal professionals, who believe that the administration of justice should be a priority on the governmental agenda. The lack of an efficient judicial system has led many citizens to lose trust in institutions. The perception of impunity and the feeling that crimes go unpunished are recurring themes in public debate, and CAL points out that it is time for the Government to assume its responsibility in this regard. The Lima Bar Association has positioned itself as a critical voice against the Government's inaction regarding judicial reform. Its call is not only a professional demand but also a commitment to society to achieve a judicial system that functions effectively and serves the citizens. As the country faces increasing challenges in terms of security and social justice, it is crucial for the Government to take into account these recommendations from CAL and consider the possibility of initiating a dialogue with all stakeholders involved in the administration of justice. Collaboration and consensus are essential to achieve real and lasting change in this area. Ultimately, the administration of justice is an essential pillar for democratic development and respect for the rule of law. The lack of action in this regard affects not only legal professionals but all citizens, who hope for a system that guarantees their rights and acts firmly against crime and corruption that threaten the country's stability.
