Congressman Edwin Martínez, to whom the declaration of a state of emergency was requested, confirmed that he received the request from the provincial municipality, but upon verifying the information, he found discrepancies with the actual facts. Martínez expressed his concern about this situation, indicating that there may be an attempt to take advantage of a natural tragedy to fraudulently obtain benefits. In addition to the case of Ana Doris Morales, Martínez mentioned the presence of two minors on the list of victims, who are also reportedly being ridiculed by the community as their inclusion in the list of those affected by the earthquake does not seem to be justified. Faced with these irregularities, the congressman has referred the documentation to the Office of the Comptroller General for an investigation to be carried out and responsibilities to be determined. On the other hand, the report from the National Civil Defense Platform System (SINPAD) indicates that in the district of Lomas, one of the most affected by the earthquake, there are 32 families identified as victims, with 25 affected homes and 1 destroyed home. These data contrast with the information received by the authorities, highlighting the need for a thorough review of the registration and damage assessment processes. Given the seriousness of the situation, Congressman Martínez has called for a thorough investigation to determine whether there was negligence or administrative shortcomings in the registration process of the victims, with the aim of correcting the detected irregularities and punishing those responsible, if necessary. Amidst this controversy, the Provincial Municipality of Arequipa has announced that it will allocate 2.5 million soles for the development of a new Municipal Development Plan (PDM) and a Territorial Conditioning Plan (PAT), aiming to improve risk management and emergency response in the region. This measure is presented as a response to the deficiencies identified in the registration process of the victims, with the goal of strengthening the response capacity to disasters like the one that occurred in Caravelí.
